Project Controls Manager and Lead Estimator providing program management and project management for a 220 project, $2.0 billion Capital Improvement Program as part of the United States’ Project and Contracting Office, Baghdad, Iraq.
As Project Controls Manager, responsible for all cost reporting, schedule updates and estimating tasks. Reporting directly to Operations Manager on all government submittals.

Provided estimating support to Program Manager involved in the Master Plan for the New Lisbon International Airport in Ota (€ 2.0 Billion). Prepared conceptual estimates for over 20 regional airports as well as refurbishment for existing Lisbon Intl.
Airport. Prepared earthwork analysis and complete risk analysis for the new airport. participated in technical presentation to Portuguese ministry officials detailing risk analysis and contingency development using Montercarlo simulations.

Jorge Chavez International Airport 2000 – 01 (Lima, Peru) Member of technical team that traveled to Peru for the evaluation of proposals from proposers from Germany, US, Spain and France. Responsible for evaluation of estimates, phasing, scheduling and constructability proposals for this Concession Program ($800 Million).
Prepared technical paper on preloading techniques for the 2nd runway presented to government officials (COPRI and CORPAC). Participated in proposal preparation for Supervising Engineer contract.

Responsible for complete bid preparation for large heavy civil general contractor and specialized golf course builder. Typical projects include highway (FDOT and County), residential site developments golf course construction, aggregate mining, earthwork, water and sewer projects, dredging and ground modification projects.
Main duties included complete estimate preparation, scheduling, contract negotiations, change order review, claims analysis and project management assistance.
